Draft Planning Brief - September 2005

The brief set out the planning guidelines for the development of the area, owned by the John Lewis Partnership, after use for a temporary Waitrose store.

The Society's comments on the District Council’s Draft Planning Brief for this town centre site expressed our serious misgivings about the proposals and about planning guidelines being drawn up by the landowner’s consultants.

We are concerned about:
  • The lack of rear servicing provision for shops and businesses in the High Street and West Street *
  • The omission of an operating link road connecting Pound Lane and West Street *
  • The failure to make provision for the loss of parking space in the West Street car park *
  • The proposed massing, density and layout of the proposed development - more relevant to later detailed planning applications than planning guidelines.
* These are in contravention of the Adopted Local Plan.

Draft Supplementary Planning Guidance: Our objections were, inter alia, the proposed Link Road design, the number of dwellings proposed (80), four storey levels, the inadequacy of the service roads and rear servicing and the general departure from the Adopted Local Plan. [December 2004]

A draft development brief has been received for the town centre Portlands site. A series of public consultation workshops would commence on 4th November; further meetings were arranged which would also focus on the District Development Framework. and Community Plan. [November 2004]
